   Odisha Construction Corporation Ltd.(OCCL) is a Government of Odisha Undertaking registered under Indian Companies Act. This handbook on OCCL is hosted in the websites of OCCL and Govt. of Odisha as per Section 4(1)(b)(vi) of “The Right to Information Act “2005”

   The Corporation has a well equipped computer aided drawing & design cell at its Head Office with competent engineers and draughtsmen.

Workshops:

   The Corporation has two well equipped mechanical workshops with fabrication and machining facilities, one at Bhubaneswar and another at Jeypore in the state of Odisha.

Information Technology:

   While the Corporation had been taking up civil and mechanical construction works, an opportunity came in the year 1994 to enter into Information Technology business, when the Chief Electoral Officer, Odisha, entrusted OCCL the work of computerization of electoral rolls and preparation of voters’ photo ID cards in the state. The Corporation acquired a large number of computers, printers, video cameras, VCRs etc. for this job, which it successfully completed. Later on, this venture was repeated in the states of Uttar Pradesh and Andhra Pradesh.

   The Corporation continued to use the computers, printers etc. acquired for the voters’ photo ID card work for other data entry jobs. From the year 2000, the Corporation has been associating with private IT firms for software development, training and other high end jobs by utilizing its existing infrastructure.

It has rendered its services to a number of state Government departments and undertakings.

Consultancy:

   OCCL has also undertaken Construction Management Consultancy Project of World Bank aided Odisha Health System Development Project. It was the consultant for preparation of Detailed Project Report for Industrial Water Supply to Gopalpur Special Economic Zone.

Capital Base:

   The Corporation has now an authorized share capital of Rs.20.00 crore and paid up capital of Rs.14.50 crore.

 (ii) Field Establishment

Expectation of the Public Authority from the Public for Enhancing its Effectiveness and Efficiency:

   Feed back from the public on quality of work done by the Corporation and the transparency maintained by it in the discharge of various activities.

The members of the public can give their suggestions through letters and E-mail.

Mechanism Available for Monitoring the Service Delivery and Public Grievance Resolution:

   The Head office and the zonal offices of the Corporation monitor service delivery functions. The company’s clients are mostly the Government Departments and Public Sector Undertakings. The Corporation does not deal with the general public in course of its usual activities. The complaints/grievances of the clients/vendors are dealt with at different levels in the Corporation. Similarly, the grievances of the general public connected to the activities of the Corporation are dealt with by the concerned officers in the project offices and at the Head office.

Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

Objective/Purpose of the Public Authority:

    Development of infrastructure in the state with emphasis on cost and quality as well as to break the monopoly of private contractors, building a cadre of engineers specialized in sophisticated construction activities.

Mission:

• To adopt an effective project delivery system.
• To be responsive to the needs and desires of all the stakeholders and appreciated by them
• To strive for fairness, transparency, integrity & excellence in all its activities.

Vision:

   To be a recognized, respected and trusted state owned construction company with expertise in varieties of civil works like dams, power houses, spillways, bridges, tunnels, buildings and roads as well as in design, fabrication, erection of hydraulic gates and hoisting arrangements.

Brief History of the Public Authority and Context of its Formation:

   Early sixties witnessed a large number of major power, irrigation, industrial, road and labour projects coming up in the State of Odisha. In those days, there were few contractors having sophisticated and specialized machinery to take up construction works. Therefore, there was need for development of infrastructure in Public Sector for taking up these projects with emphasis on cost and quality and to build up a cadre of engineers specialized in sophisticated construction activities. To meet the challenge and to break the monopolies of private contractors, the Government of Odisha launched Odisha Construction Corporation Ltd.(OCCL), which was incorporated as a private limited company on 22^nd May, 1962 under the Companies Act, 1956. The venture was not only a pioneering one in the state, but also in the country. The formation of the company was aimed at achieving flexibility and commercial expediency. The Corporation is now under the administrative control of the Department of Water Resources, Government of Odisha, Bhubaneswar.

Duties of the Public Authority:

    To take up civil and mechanical works, construction consultancy & Systems business (IT Services) in the state of Odisha as awarded to it by its clients in a transparent manner keeping in view the interest of the stakeholders. The authorities and responsibilities of the Company’s officials at different levels are well defined. Duties are assigned to them from time to time.

Duties	Developing business strategies and operating plans that reflect the longer term corporate goals and priorities established by the Board, maintaining dialogue with the Board to ensure that goals and priorities are updated to reflect changes in the external environment, restructuring the business portfolio in line with the Board’s decision, reviewing and as necessary redefining the management organization structure to meet the current demands of the business, ensuring the availability of competent and well motivated staff at all levels, ensuring stable and satisfactory relationships with other stakeholders, i.e. suppliers, customers, pressure groups, public at large, ensuring the availability and use of operational and internal planning, monitoring and control systems appropriate to the needs and structure of organization, monitoring operational, financial and other results of the organization against agreed plans, budgets and standards of performance and ensuring remedial action to correct adverse variances, carrying out day to day activities, discharging duties as are specifically entrusted to him by the Board/Chairman.

	Financial	Hiring of private buildings for site offices limited to Rs.1,000/- per month, hiring of inspection vehicle, machinery and equipments subject to the limitation prescribed and provision in the working estimate, sanction of contract with working agency above Rs.5.00 lakh and up to Rs.20.00 lakh in each case subject to provision in the working estimate, purchase of furniture, office equipments, stationery subject to provision in the working estimate. Purchase of loose tools, implements, spares, POL, gas, electrodes, consumables up to Rs. 1.00 lakh in each case subject to provision in the working estimate, repair and carriage of plants, machinery, equipments and tools up to Rs.30,000/- in each case subject to provision in the working estimate, entertainment expenses up to Rs. 1,000/- per month, declaration and disposal of unserviceable stores tools, plants, equipments etc. including scrap materials – Rs.1,000/- in each case as per book value/ assessed value subject to Rs.10,000/- per annum, write off/adjustment of loss/discrepancy in stores, tools, plants, equipments etc.- Rs. 1,000/- in each case and maximum up to Rs.2,000/- per annum for each project, contingency expenses – Rs.3,000/- per annum.
Others:	To institute, conduct, defend legal proceeding, full powers to engage G.P. or AGP in cases at Government rates.
Duties	Planning, management & monitoring of different project works under his jurisdiction. Liaisoning with the Head Office and clients for execution of works, giving administrative and financial approval to the Senior Managers under his control within his delegated powers and such other works as assigned from time to time.
Designation:	Senior Manager in Charge of Projects
Power	Administrative	Discharge, removal, dismissal etc as per the existing rules/law of employees of whom he is the appointing authority; sanction of EL/leave for officers and staff working under him, approval of tour programme, tour diary, TA bills for officers and staff working under him (Inside State Tour), payment of legal dues of retrenched/retired employees, payment of over time as per law, subject to approval of General Manager, passing of pay bills and other bills of employees working under him subject to approval of competent authority where necessary.
	Financial	Sanction of contract with working agency up to Rs.5.00 lakh in each case with specific delegation by Chairman/MD subject to provision in the working estimate, sanction of contract/order to outside agencies/firms for supply of different components up to Rs.50,000/- with specific delegation by Chairman/MD in each case subject to provision in the working estimate, entering into contracts with working agencies (signing of contract) – up to Rs.50,000/- in each case in the standard forms prescribed by the Corporation and in other cases with the approval of competent authority, clearance of bills of working agencies – Full powers after satisfaction about quality and quantity of work by minimum 20% check measurement and after approval of rate of the working agency by the competent authority, purchase of furniture/office equipment – Rs.5,000/- in each case subject to approval in the working estimate, purchase of loose tools etc. – Rs.15,000/- in each case subject to provision in the working estimate and after getting approval of the proposal from the General Manager, purchase of gas, POL, etc. – Rs.25,000/- in each case subject to provision in the working estimate, repair and carriage of plants, machinery, equipment etc – up to Rs.5,000/- in each case subject to approval by the General Manager and up to Rs. 1,000/- without such approval, write off/adjustment of loss/discrepancy in stores, tools, plants, etc – Rs.200/- in each case and maximum up to Rs. 1,000/- per annum, contingency expenses up to Rs.2,000/- per annum.
Duties	Administration, planning, execution and supervision of different projects assigned to him, financial control and settlement of final bills with the client for the projects assigned to him, Assistant Public Information Officer of the concerned Project and such other duties as assigned from time to time.

Power	Administrative	Sanction of C.L., approval of tour programme, tour diary, TA bills etc. for officers and staff working under him, transfer and posting of accounts staff.
Financial	Approval of miscellaneous office expenditures, both capital & revenue – Rs.10,000/- in each case, entertainment expenditure (Office) up to Rs. 1,000/- per month, availing Bank guarantee, furnishing counter guarantee, to make fixed deposits with Banks, passing & payment of pay bills, leave encashment bills, medical bills, T.A. advance, conveyance allowance, house rent allowance, statutory dues like P.F., family pension, gratuity, leave salary, pension contribution, rent, water charges, electricity charge; telephone bills up to Rs.5,000/- in each case; passing & payment of supplier’s bills – full powers on the basis of approval order from competent authority, passing & payment of all bills other than the above after approval of the expenditure by competent authority.
Others	Monitoring of court cases/execution of affidavits/signing vakalatnama/ file processing for appointment of advocate/tax practitioner in individual cases for financial cases like Bank guarantees/tax cases etc.
Duties	Presenting financial information to Chairman/MD/Board and seek policy direction, ensuring the availability of funds for the Corporation and the suitable utilization of available funds, ensuring the appropriate financial investments, monitoring financial results and behaviour within each business unit against agreed plans, budgets and standards of performance and ensuring remedial action & favourable variances, ensuring the availability of key financial information as well as the coordination of the budgeting process, liaison with the Administrative Department in the Government and other agencies for support as required, functions relating to finalization of accounts, audit, budgeting, taxation, costing etc. and such other duties as may be assigned from time to time.

Financial	Purchase of items for supply to the clients, incurring expenditures for client’s work relating to SBD – up to Rs. 1.00 lakh in each case, purchases/expenses for SBD exclusively – up to Rs.5,000/- in each case, repair of computers and related equipments in SBD – up to Rs.5,000/- in each case, engagement of part time IT consultants (payment of remuneration/honorarium) – up to Rs.5,000/- per month, entertainment expenses up to Rs. 1,000/- per month, approval of misc. office expenditure, both of capital & revenue nature – up to Rs.5,000/- in each case.
Others	Monitoring of court cases relating to personnel cases including labour cases, entering into general agreements/contract with others (other than works contracts) on behalf of the Corporation – full powers after approval by the competent authority.
Duties	Compliance of applicable provisions of the Companies Act, Rules & other related legislations, preparation of agenda papers for the Board meeting, shareholders’ meeting etc, coordination with different sections at Head office, establishment & labour functions, corporate tax matters, legal matters, supervision of Systems Business, functioning as contact officer for Assembly Questions, other miscellaneous jobs and such other duties as may be assigned from time to time.

Discharge, removal, dismissal etc. of regular/ workcharged/ daily rated employees of whom he is the appointing authority. Hiring of building for office/residence. Sanction of annual increment of MD.

Duties	Chairing Board and General Meetings, high level public and corporate relations activities including liaison with the government, involvement in merger and other strategic alliances, creating favourable atmosphere for the reforms process of the organization, providing strategic vision to the organization & building its competitive advantages, establishing basic priorities, ethical values, and policies of the organization.

Power	Administrative	Appointment to vacancies against sanctioned posts, creation of posts in workcharged establishment and daily rated workman establishment, promotion, transfer & posting of employees, discharge, removal, dismissal etc. of employees of whom he is the appointing authority, sanction of annual increment of employees, approval of tour programme, tour diary etc. of the employees, hiring of private buildings for offices, residences up to Rs.4,000/- per month, hiring of inspection vehicles, machinery & equipments.
	Financial	Approval of tender proposal up to Rs. 1.00 crore in each case, full powers for negotiated offers on the recommendation of the TSC, sanction of contracts with working agencies up to Rs. 100.00 lakhs in each case, sanction of contract with outside agencies for supply of different components for client’s work, design, supply, manufacture, erection, commissioning and testing of hydraulic hoists, master control equipments etc. for clients’ work – up to Rs. 100 lakhs in each case, full powers for carrying out negotiation with clients, entering into agreement with others including clients, approval of working estimate; clearance of bills of working agencies of closed/completed projects- up to Rs.10.00 lakhs in each case; full powers for purchase of furniture, office equipments, stationery and forms, loose tools, implements, spares, POL, gas, electrodes etc.; purchase of plant and machinery including vehicles and other mechanical transport – up to Rs.20.00 lakhs in each case; purchase of store materials and spares – up to Rs.20.00 lakhs in each case, full powers for repair and carriage of plants, machinery, equipments; incurring entertainment expenditure up to Rs.10,000/- on each occasion.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

What is the procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other rules / regulations etc. can be made).

    Decision on different matters are taken based on delegation of power by the Board, office orders & circulars, government circulars & instructions, provisions of applicable Acts & Rules, decisions of the Board of Directors of the company, Odisha Service Code etc.

What are the documented procedures/laid down procedures / Defined Criteria/Rules to arrive at a particular decision for important matters ? What are different levels through which a decision process moves ?

   Important decisions are made based on the applicable acts, rules & regulations, office orders, circulars, instructions, decisions of the Board of Directors etc. Files are processed recording notes, comments, rules for getting orders from the appropriate authority at different levels based on delegation of powers approved by the Board of Directors of the Company and directives of the State Government. Officers of the rank of managers & above are involved in the decision making process.

   Proposals are initiated either at the project level or the zonal office levels or at the Head Office levels depending on the subject . The Senior Managers, General Managers, FA&CAO, Company Secretary and MD are important decision making authorities in the organization. The proposals are either initiated at the non-executive level or executive level (i.e. Manager & above) depending on the relevance.

What are the arrangements to communicate the decision to the public ?

   The company does not directly deal with the general public. As and when the complaints/ representations/ grievances are received from them, the same are processed and decisions communicated to the members of the public/petitioners in writing.

Who are the officers at various levels whose opinions are sought for the process of decision making ?

   Managers/Senior Managers/General Managers/Company Secretary/ FA&CAO/ Managing Director are important officers in the company at various levels whose opinions are sought in the process of decision making.

Who is the final authority that vets the decision ?

   The final authority for vetting decisions depends on the nature of issue and the powers delegated to different officers by the Board of Directors. Managing Director is the chief executive officer of the Company and can be treated as final authority for most of the issues. Only in a few cases, the matter is forwarded to the Chairman for decision. In case where no power has been delegated to the officers, the decision is taken by the Board. Also for some statutory matters, approval of the shareholders is sought.
